It certainly has taken long enough, but finally NYS has passed a law to give a “heads up” to prospective apartment renters, as well as potential co–op and condo buyers, about Bed Bugs ever being on the premises, by requiring landlords, and cooperative and condo boards to notify them of the Bed Bug history of an apartment, or anywhere within a multi–unit residential building. The law “Bedbug Disclosure Act” was passed and signed into law on August 30th 2010. Not only will this new law require the Bed Bug infestation history be reported, but whether or not eradication measures were ever employed. NYS Assemblywoman Linda B. Rosenthal, who was the author of the bill, said that this law was just another tool in the war against Bed Bug infestation in New York State. I agree. When New York City’s Bed Bug commission came out with their findings, back in April of 2010, the biggest problem they identified in the battle against Bed Bugs was the general public’s awareness, or lack of, regarding Bed Bugs. People don’t know what they looked like; how to look for them; what they did; and how they spread. And many people don’t even know that Bed Bugs are “real” and not just a line in a bedtime nursery rhyme. To deal with any public health scourge – knowledge is power. Sure landlords and co–op & condo owners are going to think they’ll lose potential renters and buyers; maybe some, but being informed and taking an aggressive approach to not only eradicate Bed Bugs, but to put proactive systems in place to monitor and check that there are no Bed Bugs. Tackling the problem quickly and effectively and monitoring if there is any problem, is not only a SMART real estate move, but a smart public health approach. Right off the bat, I’m one of those landlords who is skeptical of the benefits of the new NYS DBB–N law. Plus, it’s hard to notify a future tenant using the new DBB Notification form – if you can’t find out where to get one to fill out! So after hunting on the web, by complete chance I came across your Katz blog and to my surprise there was the form. I looked over the rest of your website and it’s pretty good. Just want to let people know how much I got out of your blog site. I will check back again in the coming weeks to see what’s new.

I totally do not like the new DBB–N law. I’m sorry but bed bug problems or not it isn’t good for renting apartments. I own 4 buildings – 63 units in Westchester and in the Bronx. However, I’ve just discovered that I have bed bugs in my Bronx office. Brech! I rent it. I talked to the owner, a friend, a chazzer. They’ve had bed bug problems in that office before I moved in 2 years ago and in a rental apartment upstairs 3 months ago. If I only knew. So I’m eating crow. My wife MADE me write this entry. Feh! Expect a call. And you supply the DBB–N forms – nisht geferlich – I kick myself. I can’t find them anywhere else on the internet. That’s how I found YOU the other day!

ARTHUR M. KATZ
The short biography
Arthur M. Katz is president of Knockout Pest Control in Uniondale which he founded in 1975, and which serves the New York metropolitan area.He is an expert in termite, bed bug, rodent, bird, carpenter ant and bee/wasp control. Katz is recognized as an innovator in the field of pest management, his company, Knockout was one of the first companies to be chosen by Dow AgroSciences to offer the Sentricon Termite Colony Elimination System commercially in 1995, and is the forerunner in the use of the electronic Sentricon detection technology. These systems offer property owners protection from termite infestation utilizing an environmentally responsible solution. It was important to Katz to be able to provide property owners with “green” sound alternatives. He is past president of the New York State Pest Management Association and is a past board member of the National Pest Management Association. Most recently, Knockout donated over $20,000 worth of termite prevention and protection to Nassau County’s Department of Parks, Recreation and Museums for use at Old Bethpage Village Restoration.
